Also replace some 0x100nnnn codes with Unnnn, and tweak some comments.

The two are equivalent, and using 'Oslash' makes things symmetrical:
it was puzzling to see those 'oslash, Ooblique' combos. Furthermore,
'Oslash' is what xkbcomp outputs.

Five months ago, '<' and '>' were replaced with '‹' and '›' on many
layouts by commit b17b586087. It seemed like a logical thing to do:
put single guillemots on the fourth level when the double ones are
on the third. However, this made '<' and '>' untypable for a bunch
of people because most keyboards do not have a LSGT key and their
layouts did not contain any other key with 'less' or 'greater'.
There were reports for Latin American, Turkish, Spanish, Italian.
And Norwegian and Portuguese are also affected, from a quick check.
So, revert the change, also because these single guillemots are
useful to hardly anyone.
Fixes #286.

The only difference between these variants and the ones that they
are based on is that they duplicate the dead diaeresis from the
third level also on the fourth level, overwriting the dead abovering
(AD11) or the dead agonek (AE12) that were there. These variants
are not useful additions but instead useless clutter.

The given four dead symbols already are on the first two levels of
those keys in the included file, and the redefinitions don't specify
anything for the third and fourth levels, so the four dead symbols
that are there from the included file do not get overridden.
The same goes for the Mac variant.
Also trim a few redundant comments and blank lines.

These variants are not referenced from rules/base.xml, and are always
the same layout as the one with a lowercase "sun". The capitalized
variants are referenced only from the symbols/sun_vndr/* files, so...
simply adjust the references there and delete the capitalized layouts.

Consolidate earlier inconsistent wording variants meaning
the same thing to use "default partial" everywhere.

The informal name for ISO-8859-15 is "Latin-9", capitalized;
use "US" instead of "USA" as an adjective;
consistenly speak of "Compose" instead of "Multi_Key";
use the same wording ("only") where the same thing is meant;
spell "semicolon" correctly;
use the "ShiftLock" word that is also used elsewhere;
don't hyphenate "Shift keys";
make a description more "descriptive" using third person;
remove inconsistent trailing periods;
Esperanto accents are not just circumflexes but also a breve; and
it are not the "accents" that are added but the "accented letters".

According to
http://en.wikipedia.org/wiki/File:KB_Portuguese.svg
the 2nd key on the 4th row of the Portuguese keyboard generates
a '\' when pressed with the AltGr modifier.
Add this symbol to the key.
